I totally agree, most of the people who use IE6 are government agencies. The school I used to go to had IE6 and most of the PHP developers were desperate for an upgrade. I think maybe it takes up to much time to upgrade each computer or what not. This is a reason I have always loved Firefox, simple, expandable, bug-less, upgradable withing minutes. I have never really liked IE, I would rather use Safari if I had to. Whenever I ask a common user why they use IE--any version for that matter--, most never have an answer besides "It's what it came with." So if they're still using old PCs, IE6 is what it came with and it can be tough to convince someone to upgrade or try something different.
Sadly it is part of the job to ensure no one is left behind, even the most stubborn of visitors.
